JC's on Franklin is one of my favorites, but if you mean bars just head downtown - park - and walk. There's a bunch of places in downtown that are fun, and eventually you'll find one where you feel at home.
But really, bars aren't the best place to meet people. Follow your interests and you'll meet people that you have something in common with. Go hiking on the river path or up Pilot Butte. Go skiing. Hit the batting cages. Check out the bowling alley. Check out the Parks & Rec Department for a class you're interested in to learn something new. Join a co-ed softball league. You've got a ton of things to do in Bend, and you'll find that most Bendites (I can never figure out if thats the correct term for 'people from Bend') are very open & friendly.
